Upgrades to all new versions of VisualSVN within the same major release are free. It means that VisualSVN 3.0 license is valid for all VisualSVN 3.x versions. When VisualSVN 4.0 will be released, you would need to purchase an upgrade for your VisualSVN 3.x licenses. There are significant discounts provided for licenses upgrade.
